Do I need a full tech pack before starting an OEM project?

For most OEM projects, yes. A clear tech pack gives HUCAI Sportswear a stronger starting point for reviewing measurements, construction details, fabric direction, branding placement, and packaging requirements. If your project is still mostly based on references, rough sketches, or changing ideas, ODM is usually a better path before moving into OEM execution.
