Can we start development with reference images instead of a full tech pack?

Yes. Reference images can provide an initial direction for an ODM discussion, especially when accompanied by the intended training activities, target fit, fabric feel, support requirements, sizes, colors and branding ideas.

If the technical specifications and design files are already complete, an OEM review may be more suitable. Both routes benefit from clear sample approval criteria before bulk planning.
